I know this has been discussed some times here, but even using those proposals I won't get it working.

I have a Win2k3 Server with Winroute Firewall. The 2003 Server is also a ras server that accepts incoming ipsec-over-l2tp connections.

Since I was the only one connecting via ipsec I had no problems, everything was configured properly. But now a remote network is connected via site-to-site. Means: The single slot is now used all the time. No other clients can connect.

In the picture you can see my traffic policy rule. Under "Advanced Options" IPsec passthrough is disabled.

Since Winroute and the ipsec server are running on the same machine I didn't think it was necessary to NAT anything. Other rules work fine this way.
