Is there a way for a user to share a personal mailing list with another user? Basically give a personal mailing list they created to someone else so they can use it.

Do you mean a distribution list? You can simply share the contacts folder which contains the distribution list with others.

Doesn't this give the other person access to everything that's in the that folder? I don't think they are going to want someone else looking through all of their personal contacts.

If that is not desired, then you can create a separate sub-folder for the Mailing Lists that you wish to share to the user.

It is not possible to share items to another user, only folders.

You might also consider putting the distribution lists in the Public Contacts folder if everybody needs access to them.
