I think that Outlook tool is not necessary. I'm not using the tool and every thing appears to be working fine.

It is designed for updating the .pst file.

my understanding is, if you have created any tasks/calendar items (recurring or otherwise) before the DST update was applied to your computer, you would need to run this update. All it does is reencode the DST information into the task/calendar item so that it works properly.
