I have set the mail server to allow authenticated users to send smtp relay mail. We have multiple domains and the pop3 client can send to anyone in our mail server's domains. However sending to someone outside the mail server gets a relay denied error requiring user authentication. Have specifically set outlook and outlook express to use credentials etc and no go.

Web client can send just find, internal lan users can send just fine.

No one outside the lan on pop3 can send to an email address outside our domains.

POP3 doesn't send mail -- SMTP does that. Begin with the basics -- double check the passwords (especially upper/lower case), SMTP settings, etc. You might try enabling relay for "users previously authenticated through POP3" on the 'SMTP server' tab in Kerio Administrator.

There's a user setting to "only send / receive mail from their own domain". Did that get checked by mistake?

Good is better than evil because it's nicer

Thanks checked all that. No restrictions on domain sending. It actually can send email to anyone in any domain in our mail server. Just not external mail servers. Tried standard and ssl ports no change. Something in Kerio is prohibiting external mail clients from authenticating smtp.
