We are working with Outlook 2003 and Windows XP.
Most user can not send E-Mails using public distribution lists. A MAPI error is displayed that says that there are no E-Mail addresses in this distribution list.
Using the same user-account in the Web interface there are no such problems.
Using another user-account in Outlook there are no such problems with the same distribution list.
I already deleted the addressbook in the tools menu an added it again like described in the manual 5.12.4 page 269.

In Outlook, open the distribution list and click Update Now. This should fix any association issues this list is having. If you have copied this distribution list from an pre-existing Outlook PST file, you may have to rebuild the list so that the contacts are not orphaned.
