This IP address is blacklisted by the following black lists (according to DNSstuff):

----------
CBL LISTED (127.0.0.2) TXT= "Blocked - see http://cbl.abuseat.org/lookup.cgi?ip=59.95.229.32

SPAMHAUS XBL LISTED (127.0.0.4) TXT= "http://www.spamhaus.org/query/bl?ip=59.95.229.32

SPAMHAUS PBL2 LISTED (127.0.0.11) TXT= "http://www.spamhaus.org/query/bl?ip=59.95.229.32

UCEPROTECTL2 LISTED (127.0.0.2) TXT= "Net 59.95.224.0/20 is UCEPROTECT-Level2 listed because of 123 abusers. Your ISP BSNL-NIB National Internet Backbone/AS9829 has to fix this. See: http://www.uceprotect.net/rblcheck.php?ipr=5
----------

You have two problems there:

- No reverse lookup for this IP address defined

- Your ISP has defined the address range 59.95.224.0/20 as not being allowed to send mail directly

What you should do:

Send your mail via the official ISP mail relay host. If you don't know the name or IP of that relay host, ask your ISP.

If you have more question or anything is unclear, let me know.

BTW, it doesn't help to reset your broadband connection, as you will get an IP address from the same range, which is also on the black list.
