KMS support downloading the blacklists (using RSYNC) instead of using them by dns requests?

No. What RBLs generally mean when they give you the option to RSYNC their data is that you use RSYNC to copy/sync the data and create the blacklist on your own DNS server. You'd then point KMS to your DNS server to process the RBL queries.
