I may be missing something but I can't see how the administrators can jump in and administer the folders of other users in order to do things like transfer folders between users or investigate what users are storing and sharing.

Also, am I right in thinking that public folders have no quotas?

You are right, there's no way for an admin to, from within Kerio apps, move files/folders between users. Also, you cannot enter a users mailbox without him/her having given you permission to do so by sharing the mail folder with you. (I don't know about other countries, but here in The Netherlands it's illegal to snoop around other peoples emails, business or not.)

You can move folders around directly in the store (in the file system on the Mailserver). You do need to be very careful with that though, not to break any index files etc.
