On two machines, I can't get ical to read/write some shared calendars.

If I take a different computer and login with the same permissions, ical is just fine.

How could make iCal on a given person's computer reset, so it would take a fresh look at the read/write status?

comes back as Read Only ...

new user on same computer, read/write

but I have two user accounts on two computers that are munged

You could try restarting the mailserver, that fixed a few permissions problems I had with the public folder. It might take a bit to make a change as the server runs an integrity check against the database and fixes permissions.
