In my Spam Rating, I set Tag score and Block score on the same value to 7.0. Then I have set quarantine address to where the mails having 7.0 score and higher be forwarded.

As mails that has a score lower that 7.0 will be forwarded to recipient(s), is there a possibility that some mails will be forwarded to the User's Junk E-mail folder if in Settings->Setings->Spam tab->Move spam to the Junk E-mail folder is checked?

If your tag and block score are the same, nothing gets to the user's spam folder. Only tagged messages go there.

That's not entirely true. Nothing your system flags will go to the Junk E-mail folder. There are times where mail comes in from the outside marked as spam by another server.
