I used WRF with no problem on Windows Server 2003 Standard but I here is my problem on Web Edition:

After I install the WinRoute Firewall 5.1.10 (or 5.1.9) in the interfaces list there is no dial-up interface and I can not add one. Windows Server 2003 OS's have built-in PPPOE drives, but WRF does not find it.

Web Edition is a bit different than other WinServer 2003's. For example I can create a simple connection to my ISP with PPPOE, but I can not enable Internet Connection Sharing on it what I could in the Standard Edition.

If somebody reads this from Kerio: please help!

My opinion: in some way on Web Edition it must be enabled to use pppoe driver by other applications. But I may have wrong.

The reason fot your problem is not the version of Windows, but the fact, that while creating the RAS-connection (PPPoE) you have clousen instead of "allowed for all users" "just for this user" - create a new connecting selecting "allowed for all" and it will be avaible in KWF.
PS Have had struggling with this problem for half a day on Enterprice Server ;(
