when KMS 6.6 I was told that an administrative account would be able to access user mailboxes without the user implicitly giving access.

I saw a mention of something like this in release notes for KMS 6.6 , but no specifics

Can anyone comment on this?

Well, the information was not probably correct. Administrator cannot login to other user's account in email client.
There was only a change related to one specific situation of connecting Notify NLES server to KMS.

BTW: This feature has some controversy. It's illegal in many countries to read emails of other users.

Well, that's not Your problem - it's the Admins or CEO's problem, if they break the local law.
Anyway, it's just an easier way than going via CLI/SSH into the users mailstore.. there is all the mail.. have a peak! But harder to sort/find...

thats my point

I can go into the message store and look file by file but thats hardly efficient

not having this function makes your email less secure and not as easy to administer

I am hoping that others at Kerio other than Kerio_pdobry see the need for this

BTW means By The Way - it is just an additional bottom-line information. This controversy is not my opinion - we are getting many requests to do/not do this feature. My opinion is irrelevant in this case.

Its a feature found in many other mail clients and needed for proper administration and wanted by many who want it!

I am using the Archiving feature of Kerio. As admin, I can then see all users mail (using the Advanced Search). This has the advantage that I am viewing an offline copy of the mail, so if I accidently change the status (read/unread), the original mail is not touched.
