just curious, why must WindowsUpdate and Kerio Update be added as URL Rules? If the traffic rules allow all traffic on HTTP and HTTPS then why the URL Rule, or does the RULE automatically allow ANY and ALL ports to open as needed by the page?

Just curious why it is necessary and if I will have to make additional rules for other websites, are there ANY OTHER EXAMPLES? Help? Ideas?

It's because this URL rule have disabled antivirus scanning so it allows to resume downloads. The BITS (Background Intelligent Transfer Service) in Windows doesn't work if those partial downloads are not allowed.
