YOur problem can be solved as:

In the URL Section, Make a Categories to block the websites as Blocked Websites.
Under this Blocked Websites, Add the Webaddress as *.* to Block All sites

Make another categories to allow the specific websites to the client and under this head, add the webaddress of the allowed websites.

Now save it and apply it.

Go to the Configuration-Content Filtering-HTTP Policy
Make a policy to Deny(Action) All objects from the URL Group: Blocked Website (Conditions) to the Groups/Users.

Again Make a policy to Allow (Action ) ALl objects from the URL Group: Allowed Website (Conditions) to the Groups/Users

Divides your users in the group as per criteria.

Your problem is solved.
