I have limitation on firewall,but some users use "Freegate" app
and they can use internet with no site and download limitation.
How I can prevent them.

It would always be difficult to enforce (Inter)network policies, if you do not have full control over the end user PC's.

On the one hand you might say you have control over the network-gateway, so you should have full control over all network traffic passing it. But encryption bytes you in the head here. You could deny all encrypted traffic, but that's in practise not possible, cause it would block a whole lot of legit traffic (https sites for example).

So the only way out is to have full control over end-users PC's and 'simply' deny them any means to install software and thus prevent the users from installing such software.

I normally find out what the install file is
like limewire is limewire_win.exe and then block access to that file so they cant download it in the first place.
