I've looked at the PDF but am a little confused about licensing.

Assuming an existing server and now we want a branch office. Does the license they have cover this (assuming user count is not exceeded) or do they need a new 10 user base and new licenses for every user migrated to the branch?

Every KMS installation requires 10 users base license + proper amount of add on users. One license is only for a single server.

OK. Will there be an easy way to transfer unused licenses?

A 400 user site wants to migrate half their users to a distributed model. Will there be a simple procedure to move licenses to the other server?

If I read between the lines, this sounds like a manual process, not under the customers control?

Oh well.. not a big deal, but it certainly would be better if you could have a separate license (probably costing the same as a base 10) that would let a branch join to an existing license and then let the licenses float as necessary. That would make it easy for customers to move people around as the need arises.

Maybe someday..

Yes, license split or decreasing amount of users is a manual process and we do that only in exceptional cases.
