I have a user with Outlook 2003/SP3 on Windows 7 that is getting this error whenever he tries to send e-mail. I found a few instances of this error via Google but all related to an Exchange server issue. He's using the Kerio offline connector.

The user receives this message when attempting to email everyone, or just specific email addresses?

Is outgoing authentication enabled and correctly setup in their Outlook profile?

Is the email recipient also included within the user's contacts or personal address book?
