I have a user who is on an iphone and I need to be able to walk them through installing a new self signed certificate.

The certificate expired yesterday and I have since reissued a new certificate. Can they simply go to and download and install the cert like other users on winmo?

There is no need to install the certificate to the iPhone. Just confirm it by "Accept" on first (next) mail synchronization.

But if you really-really like to, make a iPhone Configuration Utility package and distribute the certificate to the users needing it! iguration-utility
