Simple Description :

There are two users, user A n user B....
There are two internet service provider connections, ISP 1 and ISP 2....
(for detail, see my attachment in picture )

My Case :
ISP 1 is stable, 256kbps in speed, but more expensive (dedicated connection)
ISP 2 is cheaper, 512kbps in speed, but not stable (broadcast connection)
User A is top priority in online mode, need stable connection
User B is low priority, just browsing.....

Can Kerio(Winroute Proxy) manage that user A only use ISP 1 connection and user B only use ISP 2 connection?

In additional case.
when ISP1 connection is drop, user A automatically use ISP 2 connection
when ISP2 connection is drop,user B automatically use ISP1 connection.

If it can, how to set configurations in rule policy??

I made a rule for that once a particular user logged in to use NAT only through the a specific interface. There is also a check box that enables that if that interface becomes unavailable it uses another internet connection.

Name: Name
Source: username
Destination: Internet Interfaces
Service: i choosed 'any', but select service or ports that will be available for her through the faster/reliable connection
Action: Allow
Translation: NAT - Use specific Interface: faster/reliable. Check the box where it allows to use the other service if you wish to.

This rule must be above the rule which says who the rest of the people will access the internet.
