Is it possible to limit a user to not create spaces?

We need users who only can read spaces that other users shared with them.

Hello,

any user can create a new top-level space and this right cannot be limited. We are often getting feedback that this policy is too liberal for many deployments. An option to limit the creation rights is likely to appear in one of future versions.

It's a good idea.
