I'm getting angry remarks from people that use their private android phone to connect to their Kerio mailboxes... it says Kerio wants FULL ACCESS to their phones (camera access, storage access, etc, etc).

Why the hell can't I find anything in the administration panel on how to turn this off?

Make a decent company policy about usage of non company phones and /or kick them out. That would be my recommendation...
And tell them, its an advantage to be able to delete every single piece of informations on their lost phones.

Because it's an administrative problem, not a technical one. Company mail messages on private smartphones is a liability and in my opinion the same as letting employees hook up their private laptops to the company network.

Agreed: people may choose themselves weather or not to have COMPANY data on their PERSONAL devices. If they want this, they simply accept the fact that the company can choose to remote wipe the whole device. If the end-user does not want this, he/she is free to not link their phone to the company data. Besides: if they really object, they might be satisfied with using IMAP(S) for mail syncing and forget about contacts and calendering.

Anyway, you may agree or not but to be more to the point: the setting you are looking for does not exist.
