I have a strange issue which I can't seem to figure out. I have a traffic rule setup to allow the admin account and a test account access to ANY destination using ANY service. They also both have VPN access.

What I'm doing is connecting to the VPN, then using IE to connect to a specific address. When using the Admin account the page loads. If I use the test account or any other account I create the page will not load. I can RDP, VNC, and PING to anything on the network under this Test account but I cannot use IE to connect to the same address that the Admin account can connect to. They are both in the same traffic rule. If I remove the admin account from the rule I can no longer access it. So it is definitely this rule that is allowing the Admin account to have access. For some reason adding any other account to this same rule doesn't work.

What is going on? I am baffled.
