I don't know if this is just an Outlook issue or what. If I forward or reply to any message in a folder other than Inbox (in Outlook), I get a copy of that new message placed in that folder after it is sent. The message also is properly sent to the recipient.

Just looking at it again, it looks like this "copy" is the one that should be put in the Sent Items folder. But it is being placed in the folder where the original email is located instead, and does not show in the Sent Items.

Is this just how Outlook is, or am I missing something?

Its an Outlook option that you must have enabled by accident. To change it, go to File -> Options -> Mail, and then scroll down to the "Save messages" section. The second checkbox is probably the option that got set accidentally.
