good,
I would like to configure the software so that all services firewall is blocking a particular host and that only when the user of that host to sign in HTTP, the services could be unlocked.

Use authenticated user as a source in Traffic rule.

yes I had seen it in the manual, but it happens that when I set this policy, and when users request a web page, the login does not appear and users can not log in to access the various Internet protocols.

I wonder how I can work around this problem.

You have to allow access to Control WWW ports (4080 and 4081) from the LAN (or other networks), so clients can actually access https://server:4081
