How do you implement Kerio control? Install as an app in windows or take over whole pc or vm?

both, you can install it on a dedicated pc or under windows (you need two nics, one for wan and one for lan, at least). You can see it on the manuals on kerio┬┤s website

With Kerio you have the freedom to choose between dedicated PC (Windows/Linux) or virtual appliance. Just choose what best fits in your network infrastructure.

Can you install onto pc like other free firewalls like Astaro etc? Or only in windows as an app?

Lets see if you understand this:
Control windows based -> Can be installed on every windows version from xp to server 2008r2 or Windows 7
Control Linux based -> Has his own linux operating system. Make a CD from the ISO and install it on a barebone PC. (No OS needed)
Control VMware -> The VMware image can be upload to ESX/ESXi server or Workstation. This version is the linuxbased version.

So to answer your question: Yes, it can be installed direct on a PC.
It depends what you want.
