Default FTP policy rule named "Forbid *.avi files" which is intended to block downloads blocks RNFR command as well.
RNFR description:Quote:
RENAME FROM
This command specifies the old or existing name of the file which is to be renamed. This command must be immediately followed by a "rename to" command specifying the new file name.

Part of the FTP client log:

[R] 451 Command denied by firewall

Part of the Kerio filter.log:

DENY FTP 'Forbid *.avi files' any-local-ip-address-you-like any-local-host-name-you-like server:any-remote-ip-address-you-like file:any-filename-you-like.avi
