Hello friends, i have a question.... about Sub-netting

Kerio WinRoute Firewall with 3 LAN cards
1. Wan (Internet Connection - Static IP Address)
2. Internal LAN (192.168.1/24) Configured Statically on Client Machines
3. 192.168.2.1/23 (510 Host) Set As DHCP
Everything works perfectly without any problem except one (DHCP is only sending IP's from 192.168.2.21 to 192.168.2.254)
In DHCP Options I have set everything correctly:

First Address: 192.168.2.21
Last Address: 192.168.3.254
Network Mask: 255.255.254.0
Default Gateway: 192.168.2.1
DNS Server: 192.168.2.1

I think that everything is correctly

Then When I Check the Leases:
From 192.168.2.21 To 192.168.2.254 IP's Are Leased (Used - Assigned to a computers), but when adding a new computer It can't get a new IP like (192.168.3.xx)

Please suggest what I did incorrectly ...
Thank you in Advanced

Waiting from you as soon as possible
