We have a single person using Outlook 2011, everyone else uses Mail/iCal/Address Book so this is a new setup for me.

We are running Kerio 7.4.2 (will upgrade to 7.4.3 tomorrow morning). I let Kerio configure the applications on the client. Outlook works but is not able to see public folders so the user can't see our staff directory nor any shared calendars. Is there a configuration fix or does this simply not work?

It works, you just need to subscribe to these folders - it is not automatic process. Read the manual for Outlook 2011:
(1) In the window's menu, select Tools → Public Folders.
(2) Select folders you want to access. Click on Subscribe.
(3) Folders will be showed in Subscribed Public Folders.
