Just need to have this verified. The docs are a bit foggy on this, only stating

Does this mean that a domain's public folders cannot be accessed by domain users on newly set up slave servers?
I've already tested that a public folders created on the slave server does not show up on the master server.

Yes, that is true. Public folder on master server cannot be viewed on the slave server and vice verso. Also, if person A that is physically located on slave1 server cannot share folders to person B physically located on master or slave2 etc.

Thanks for the answer. I did some simple testing yesterday and found out the same thing. The user gets no warning about it not working though; the folder just shows up empty like nothing has been shared. Although it's explainable, it's a bit confusing for the users.
