You can create a traffic rule like this:

Name: block
Source: the IP address that you want to block
Destination: Internet Interfaces
Service: Any (or just select the services to block, like HTTP, etc.)
Action: Deny
Translation: None unless you may want to block just some services. If that is the case enable Source NAT with default options (NAT Balancing per host)

Make sure to place this rule above any other that may grant access. By default there is one rule called "Internet Access (NAT)" that grants outbound access to all internal hosts. Make sure your new rule is above this one.
