since our server runs on a dynamic ip
mail that is sent via "deliver directly using dns mx records"

is sometimes bounced due to dynamic ip

in this case i like to fallback to my relay server as a secondary on all failed sent email
how can i do this

Why not use a service such as DynDNS?

Install the DynDNS app on your server, whenever your external IP changes it will update the record at DynDNS.

You amend your MX record to be domain.dyndns.org.

maybe I did not make myself clear enough the issue is not that i am
unable to keep up with my dynamic ip changes

it is that ie: hotmail.com does not allow to have mail send to them from
a server that is hosted on a dynamic ip in this case all mail will be returned to sender,
in this case we use dyndns relay service to resend the mail to the hotmail.com
address. the relay service is a paid subscription with daily quota limits.
So therefore we want to send direct first then via the paid service.
i can not believe this feuture is not available, since millions of users
are on dynamic ips for business class,

I'm not sure where you are located, but static IPs cost about $5 a month here in the US. I do not know a single client of mine running a business mail server on a dynamic IP so I find your comment "millions of users
are on dynamic ips for business class" impossible to believe.

If a client of ours said they wanted to run a mail server on a dynamic IP I would highly recommend against it.

I would suggest asking your ISP if you can buy a static IP as that will be your easiest and cheapest solution by far.
