We have a number of 'group leader' users that IT dept has given permission to administer *only* accounts on our domain, mainly so they can create and maintain project-specific mailing lists.

These admins with 'account' access are able to create new mailing list, and add/remove users, but unable to edit any other settings for the mailing list such as the Posting policy. Specifically we want all the mailing lists' 'Posting Policy' to allow nonmembers to post to it.

Is there a way I can create default mailing list template, or otherwise pre-populate certain mailing list settings for newly created lists?

Is there a method to enable more mailing list rights to the domain-level admins, without giving them access to the whole server?
