I have the same problem, appeared after upgrade 7.4.2(linux)->8.0.1(linux), on 2 hosts. reinstallation of kerio control solved a problem.
I created Rules anew, but, probably, it is possible to export/import a configuration simply.

fresh 8.0.1 installation did not solve the problem!
I rolled back to 7.4.2(Windows) - it works fine.

Kerio Control istalled on VM (ESXi 5.1.0)
Fresh install 8.1.0 (Software Appliance, from ISO file)
Default Traffic Rules
1 Internet interface, 1 Trusted/Local interface, 1 kerio vpn tunnel interface
100 Mbit/s link from provider
On Internet interface speed is ok (~80 Mbit/s real in/out)
On tunnel Incoming speed is Ok (~75 Mbit/s). Outgoing speed is very low (~0.2 Mbit/s)

(on version 7.4.2(Windows) Outgoing speed is Ok.)

On other side Control 7.4.2 Windows. I tried to install fresh Control 8 Linux - it also has low speed tunnel bug: if on both sides Control 8 Linux, incoming and outgoing speed very low.
Traffic rules do not matter.

Are you selected "upgrade virtual hardware" on your VM? By default, control goes with the version 4 of VM.
I found the bug: after upgrade VM hw to version vmx-09 (esxi 5.1.0) - outgoing traffic speed dramatically slowed.
After revert to snapshot with VM ver 4 everything was normalized.

i not tested with v7 and 8, sorry
at this week i can test v8 and post here results

also, i don't install kerio on VM - i'm used OVF from kerio and just deploy it.
probably, your problem doesn't depend from this "feature"
