This is probably a dumb question but I did a couple of searches for a topic like it and found nothing here goes....

I need to block ALL web sites except for two to a specific group of users on the network. I tried creating a block all rule and then placing the authorized site rule higher in the rule list but tthat didn't work. SO if anyone has any suggestions please let me know.

First you need to create an allow rule for the groups you want to give access. After that you create a general block rule to disallow all http traffic. The first rule (allow) must be above the second (deny).
