i diable the spam-filter, but it seems does not work, there are many email are consider as spam email , how can i do , is there anybody who can help me.

How exactly did you disable the Spam Filter? Please describe exactly what you did.

My question would be is where, or who, has contracted to have the emails ran through the spam filter before your email server? Not something that is typically just 'done'. Have you checked with your ISP?

Each email server should tack on its own info in the headers. This explains how you should be able to see where the email has passed through.
