I am trying to find the place to restart just the telephony service in 2.2.1. It was found under the advanced tab before, and I now I can't seem to find it.

Status - System Health - button Tasks at the bottom left of the screen - Restart Telephony...
(the screen Advanced Options is in the Configuration section)

Question on telephony. I have quite a few Operator installs, and I'm finding it more and more necessary to restart telephony whenever the network / Internet connection was lost.

Is there a reason for this, or is there any kind of watchdog we can put in place?

there shouldn't be a need to do it. Please upgrade Operator to the latest version and if the problems persists, please contact our support team. We'll need some debug data, such as a debug log with the issue captured and a supportinfo made afterwards.
