Have a 250Mb/s up-down link. When the number of devices starts to approach 1600 devices (1000 users) or 8MB/s, access to the internet starts getting noticeably slower.

Config: 8 processor / 4 GB Memory Hyper-V server
3 - 1 GB intel ET Server Adapter (Teamed Generic Trunk)Inbound (dedicated VM)
3 - 1 GB intel ET Server Adapter (Teamed Generic Trunk) Outbound (dedicated VM)
Kerio Control v8.4.1 / Windows Server 2012 R2 DataCenter

I have guaranteed that the DNS is Kerio Control first, Microsoft second. There is an ASA 5508 router installed on the network. All switches are cisco (4500) for the core switch, 2960 for IDFs.

Only thing I can think of is the intel "Teaming" software causing an issue on the cisco internet network switch.
