Sounds like the Web Filter is blocking the page because of the way it is categorized. Please check http://kb.kerio.com/1338 and test the URL that you are trying to reach in order to determine how the page is categorized. Once you know how the page is categorized, check the Content Rules tab within Content Filter to see if you're denying/dropping pages that are in that category.

I should add that if the text is what you really want to change then you can do this in the Content Rules within the Action column. There you'll have 2 choices: Put in your own custom Deny Text, or choose an HTTP action to redirect to a custom web page that you can create and offer any text you'd like. These choices are revealed if your action is DENY. A DROP action suppresses these options.
