I have 4 ISP and using a quadport intel card. what I am trying to do is for ISP1 and ISP2 exclusively for browsing (Http https) and the other two ISPs for everything else. I have made a rules for them the only thing I cannot get is how to load balance the ISPs, I can only seem to see each ISP working and not the other two.

ISP1 for browsing is good
ISP2 for browsing is connected but users aren't using this

same as for the other ISPs.

Is there anyway I can load balance ISP1 and ISP2 for browsing and Load Balance ISP3 and ISP4 for everything else? I want to use all ISPs working together. thank you

I'm afraid that what you need is not possible at the moment, although there is a suggestion that sounds pretty similar from what you need, please see:
