Is there a way to automatically purge messages that are more than 'x' days old from public folders?

Yes. You can use the Items-cleanout feature in the domain properties. The last option "All folders..." will include public mail folders. However it's important to note that you will need to first adjust this setting per user as the default user setting will inherit the domain setting. You can multi-select users (select all), then choose edit. You can then adjust the items clean-out policy so that all users have a unique policy that is not inherited from the domain items clean out policy.
