We have two Internet Interface
we don't want load balance, both interface will always run and use simultaneously.

We want to user X send all traffic from Internet Interface 1 only and in case of failure of Internet Interface 1, user X traffic goes from Internet Interface 2

We want to user Y send all traffic from Internet Interface 2 only and in case of failure of Internet Interface 2, user Y traffic goes from Internet Interface 1

You want to use both lines at the same time. You need load balancing then. And you need traffic rules which will do NAT to a specific interface for a specific user with a fallback.
