Win 7 Outlook 2016--

Open Contacts page, Folder view, left panel. Aside from the email account's main contact folder Kerio automatically added 2 Public contact folders (contacts and resources) when the email account was added and populated. I don't want the Public folders.

I went to the server using webmail, logged in to my email address, went to settings, sync and unchecked the Contacts Public folders and saved--the save was confirmed and upon a later check the public folders remained unchecked.

However, the Public contact folders remain in Outlook. Since the Public folders were unchecked and told not to sync, they should have been removed from Outlook?

That configuration is only for CalDAV and Exchange ActiveSync clients. Outlook with Kerio Outlook Connector uses neither of these two protocols. Outlook has its own folder setting - right click on folder, select Properties and Folder Synchronization.

I right clicked, properties, folder synchronization, unchecked synchronize folder, clicked apply, OK, closed/opened OL 365 and folders still there. I tried reset synchronization, folders are still there. I could call MS Office help which I've done previously with the product but I'm fairly certain they'll either say if the account is not pop or mapi they're out of the game or this problem has to do with your 3rd party mail server account.

This way you disable folder synchronization but it does not "hide" the folder itself. It is not possible to "hide" folders in Outlook with Kerio Outlook Connector.
