I'm pretty sure in version 8 if you whitelisted an email address via the spam custom rules, it would exclude the message from any checks and guarantee delivery, but that no longer seems to be the case. We have someone who has an incorrect SPF record on their domain but even though I've whitelisted them, their messages still get rejected by the SPF filter. We also have someone with a yahoo address which Connect always judges to be spam even though I've whitelisted their address in the same way. If there is a difference in behaviour in version 9, is it intentional? If so, how can one completely whitelist an address? Using IP groups isn't really an option with people using hosted email. Or is this change in behaviour a bug?

Do you have "Reject messages as soon as possible" option enabled in Custom spam rules?
I recommend to enable SMTP Server and Queue Processing debug messages for getting more details about what's happening.

Yes, "Reject messages as soon as possible" is enabled.
