Hello, we have Kerio Control v7.4.2. Is there VPN SERVER function (IPSec)?

No, IPSec was introduced with version 8.0 of Kerio Control.

Our Kerio Control isnt offering update? Is there some licence related issue? Button for file upload isnt at place (regarding to Kerio KB).

You must have a valid Software Maintenance and version 8 is no longer supported with Windows as a platform for the Kerio Control server.
Only as Hyper-V image, if you would like to stay with Windows
