We are assisting a client through Cyber Essentials approval and one requirement is that domain administrator accounts may not have Internet access.

Is there any way of achieving this within Control? I don't believe that there is? Given than an administrator can log on to any machine, is it possible to block access only when the administrator is logged on and permit it for other accounts?

Have you read the following:
http://kb.kerio.com/product/kerio-control/server-configurati on-kerio-control/authenticating-users-to-kerio-control-1811. html

It would require all users to authenticate, but will achieve your goal
