My setup is:

there is no problems with internet or the IP ranges i test them.

the both links are working fine if one of them sets on "Single Internet Link"

Symptoms is:

When i switch the links to Failover or Load Balancing one of them shows me "Connectivity problem"

Try using an Internet based probe host that is reachable from both WAN interfaces. For example, one of your ISPs DNS servers, or the Google DNS server at 8.8.8.8.

It sounds indeed as probe problem. Standard it probe the gateway.
But that are internal addresses, so best is indeed what Brian says.
Use Google DNS services as probe address. 8.8.8.8 and 8.8.4.4
Best is always two or more addresses.
