Upgraded from Office 2007 to 2016 on Win10 and Outlook 2016 messages just stuck solid in Outbox.
Remove and reinstall KOFF x2-3 times noting--same thing.
Remove Outlook 2016 and run registry cleaner, reinstall Outlook, KOFF, same thing, no joy.
Got ready to remove office and manualy delete all traces, cleaunp registry, and reinstall again and kept wondering what else...

This is what worked:
C:\Program Files (x86)\Common Files\System\MSMAPI\KofXp32.dll (dated 11/13/2015)

C:\Program Files (x86)\Microsoft Office\root\VFS\ProgramFilesCommonX86\System\MSMAPI\1033\KofXp32.dll (replace this file dated 11/26/2011)

It is hard for evelopers to cover all their bases... but DLL files not being updated on new install... ouch!

Yes, old (or missing) KofXp32.dll causes exactly this behavior. When updating from Outlook 2007 (Outlook 2010 or older) to Outlook 2013 or 2016 (or newer Smile), you need to uninstall KOFF and install it again, as Outlook version must be detected again and files distributed to other locations. It would be even possible that Outlook 2016 is not correctly detected by KOFF install, if Outlook 2007 wasn't uninstalled (it is not necessary to remove old Outlook when installing newer click-to-run edition)

However no KOFF files should be in "C:\Program Files (x86)\Microsoft Office\root\VFS\ProgramFilesCommonX86\System\MSMAPI\1033\"

This location were used in some beta version of KOFF 8.0, however it would be some 12 month newer. Described file is from KOFF 7.3.1

This folder structure has been used by click-to-run editions of Outlook. I suppose it was Outlook 2010 (as Outlook 2013 were released in 2013), so there was probably this version of Outlook installed on the computer. KOFF has never supported click-to-run edition of OL2010, so it is possible that somebody tried to make KOFF running on that Outlook and some files were forgotten there. It even explains why Outlook 2007 was working fine - it doesn't use such folder, however Outlook 2016 does (as it is always click-to-run).
