Two days ago I have started to get those messages in my Error log.

19/Sep/2016 04:07:37] IPsec: Failed to establish connection with remote endpoint 184.105.139.71: Phase 1 (IKE) cipher differs
[20/Sep/2016 02:23:32] IPsec: Failed to establish connection with remote endpoint 184.105.139.107: Phase 1 (IKE) cipher differs
[20/Sep/2016 02:58:30] IPsec: Failed to establish connection with remote endpoint 184.105.139.95: Phase 1 (IKE) cipher differs
[21/Sep/2016 02:41:25] IPsec: Failed to establish connection with remote endpoint 184.105.139.83: Phase 1 (IKE) cipher differs
[21/Sep/2016 03:27:06] IPsec: Failed to establish connection with remote endpoint 216.218.206.82: Phase 1 (IKE) cipher differs
[21/Sep/2016 04:18:13] IPsec: Failed to establish connection with remote endpoint 184.105.139.67: Phase 1 (IKE) cipher differs
[21/Sep/2016 04:24:05] IPsec: Failed to establish connection with remote endpoint 216.218.206.98: Phase 1 (IKE) cipher differs

Why do we get those messages in our log? Is someone trying to connect to our network over IPSec VPN?

No one from our company should be using those IP addresses (they are on different continent) and not in this time range.

And is every attempt logged? Because if it is, it doesn't seam that someone is trying to enter our network (only few tries per day).

Any info would be appreciated.

I have "solved" the problem by creating the firewall rule that blocks all traffic from those problematic IP ranges.
