I have an operator install all working fine with the exception of call forward and I can't work out if it is an issue with the phone or operator.

We have two ring groups setup one is a single receptionist phone and the other a group of the remaining office phones. When a call comes in it hits ring group one and the receptions phone rings. After a period of time 10 seconds it trips across to the second ring group and the remaining office phones ring.

If you put the receptionist phone on call forward always (yealink TG23) the call is forward to the number you specify for 10 seconds the trips back to the second ring group. What should be happening is that the call continue to forward to the external number and after a period fall back to voicemail.

Any ideas on how to get this to work. It is used in the instance that no one is in the office which happens a lot, but they would like the calls to be forwarded to someones mobile phone.

Unfortunately once you forwarded a call "outside" of your PBX (Operator) it depends on opposite side what happens next and is not possible to manage this call to fall into Operator's voicemail. But maybe I'm not understand your needs well and I'm totally wrong...

Consider to use "Kerio Operator Softphone" application from your appstore:
https://itunes.apple.com/us/app/kerio-operator-softphone/id5 99923574?mt=8
https://play.google.com/store/apps/details?id=com.kerio.voip

There you can use "internal" extension (line) and manage what to do with unanswered (e.g.) call.
