situation

customer with around 20 extensions.
every user handles his own voicemail by himself.

requirement
User want to decide wether a call to his voicemail allows recording.

Example
- at normal business days a caller should be able to speak to voicemail
- at holiday, travel or such things the user only want to playback his voicemessage and recording should be disabled

How we can enable a scenario like this?

There is no option to drive recording in voicemail in way which you described...

Is possible to enable / disable voicemail at all using operator web interface (log in as desired user, go to forwarding, click on "Set up advanced ringing rules" link or "Ringing rules..." button (there will be only one of them) and in opened dialog look for "Fallback to voicemail check-box). This can be changed by user itself, but it does not solve your request to "...play message and do not record..."

You can also enable direct dialling to voicemail, so e.g. ext. 100 voicemail will be accessible on 7100. then you can use forwarding (above mentioned or phone feature) to handle calls. But limitations are same as before...

Is also possible to make "personal" IVR (Auto attendant script) for each user. IVR can be handled by time condition (e.g. menu "A" applies on mon - fri at 8:00 am - 4:59 pm; menu "B" applies in all other times). IVR can play different messages for each menu. Should be sufficient to setup default action - menu "A" should call users extension (with voicemail), menu "B" should play some message and hangup. But there user can't change anything in IVR (message, timeouts, dest. lines...)

You can try to combine some of above mentioned to satisfy customer...
